let me rephrase my Q : has anyone been fired (aka paid the price) for 1200 dead in return for retaliating 8 dead + 2 kidnapped ?

Let me also give you some context from a diff part of the world in a diff confict : the last war between india and pakistan was in 1971. pakistan still holds many indian POWs in the jails (upwards of 100). Only in the last few weeks, has pakistan agreed to allow indian relatives of POWs to visit them in jail.

Not every conflict needs a war. diplomacy and consultation are slower but deliver sustaining results.
