I should have said a bit more about the Krugman piece. He argues that FEMA and VHA were top flight places as Clinton left office, having been brought back to working order during his two terms in office. And that the Bush administration underfunded both and tried to turn as much over to outsourcing as possible.

So, Krugman's point is, those who wish to say this is all evidence government doesn't work, turn it over to the private sector, they are simply wrong.
