I think Rudy runs on experience and competence, not fear, that's just silly... Maybe I misunderstood the article. What I took from it was that people - the public - react to fear. We have been spoon fed so much fear from the current administration and I think it has worked. People may continue to respond to the fear mongering until they don't - when the spoon feeding of fear will then no longer work. I would agree with that.
