Before browsers in 93 the "Internet" did not "exist" for the public but computer to computer communications certainly did and some companies had their own Net like services such as Profs.

Also, Gore's forward thinking leadership in the funding of the NSF certainly did lead to the creation of the Internet we know today.

Btw, whatever happened to the surplus Clinton left to Bush?
Did Bush use it up searching for the WMD in the Oval Office?
