Actually they made this statement 3 or 4 times in the past but for whatever reason the propaganda did not pick it up.
Don't ask me why certain news does not make - sometimes they quote incompletely to support certain bias.

LRCX figures $150 billion for wafer processing over the next 4 years; they figure $20 billion over the next 4 years for replacing 200mm capacity (DRAM&NAND).
I must trust LRCX with regards to this statement because they probably have the best knowledge about the installed base / customer base.
The faster than expected erosion in memory ASP for sure will not help the extendibility of 200mm equipment.
