Sunni and Shia extemism have this in common - they are reactionary movements seeking to detach the entire Middle East from the "corruption" of globalization. To use Barnett's phrase, they are in the Gap and they want to make sure they stay there.

The only conceivable reason anyone could want them to take over the middle east is in the idea that surrendering the middle east to their rule will succeed in cutting the middle east off from Europe, from the US, from Asia. And that when they have done this, they will be happy and stop blowing up people in Europe, the US, and Asia. Of course, rough luck on Israel, but they shouldn't be there anyway.

And we in the US can happily retreat back into isolation and let the UN try to run the world. They will do it in a civilized way, by diplomacy only.

Is that the idea?
