Paying them off once at a reasonable rate might be ok. If it would only be once. But what do you do when they come back for more? "...That you've only to pay 'em the Dane-geld And then you'll get rid of the Dane!..." we are telling Kim not to develop nukes even though we have them. Just like we keep guns from criminals, lunatics and children even though guns are generally legal in the US.
