It's pretty clear now that Powell & Armitage (perhaps a few others in the State Dept) knew & chose not to inform the WH. Why they didn't is a good question to ask.

You may want to read Oeconomicus post from the WaPo. IMO, once the Justice Dept. learned the so-called "leak" came from Armitage, who opposed the war & was clearly no insider at the WH, the investigation should have folded like a lawn chair.
