Ah, but just to be contrary for the moment, there are other values clamping down on someone in Libby's place. From his own perspective. Protecting the boss and long time friend was clearly a big one. Protecting the justifications for the Iraq invasion/occupation was another. And here we get loyalty to an administration riding alongside of even on top of the loyalty to boss. And, without even a moment's doubt, in Libby's case he may well have thought he was engaged in being loyal to his country. Nowhere in that list of loyalties do you find the others--damage to the country by outing a CIA agent; damage to the legal processes when a major administration figure so obviously violates them. etc.
