"What would happen if someone suggested that disclosure of a covert agent's identity should be actionable, and proposed that anyone who published such sensitive information should expect a heavy fine and lengthy prison sentence for violation of Homeland security. Then the president could ask Homeland security to look into the matter and arrest whoever leaked the information and whoever printed it."

It's already illegal. Problem for the angry left is that Plame was not a covert agent. No matter how many times they call her one.
