Raise the price so only the rich can flush?

Water costs very little in most areas of the US. Raising the price would increase the cost of flushing by only a totally insignificant amount. The real impact of higher prices would be felt on mass use of water, industrial, and esp. agricultural use. Agricultural use is often subsidized. Get rid of the subsidies, and let people pay the real price for irrigating.
