Irrespective of political orientation, one must concede that more progressivity has serious side-effects. As the tax burden becomes more focussed, the majority has little interest in keeping gov incompetence in check. I mean, why bother if someone else is paying the bills? Im not sure what polisci says about this, but this seems to be a strong channel where more progressivity leads to worse gov outcomes.

If so few people actually pay taxes that matter, why make millions of Americans file taxes -- resulting in a huge loss on productivity? Every administration and Congress vow to simplify the tax laws, but have only made them more complicated. Prof. Mankiw, care to comment on this Washington idiosyncrasy?
