I'd say the person controlling the toilets that other people use displays more obsession with the issue than the person complaining about it.

I think your stinkin' thinkin' has seen its day and its time now to shut your mouth and start to learn from your mistakes. The losers who complain about low flush toilets have to much crap coming from the mouths as well as their butts. If their low flush toilets aren't flushing right, its because they are eating too much.
