"Re. cps - they usually try to determine if a home is a safe place for children to be placed back into - would a home that included habitual drug users (legal drugs like cocaine, meth etc) be considered a safe place for children?"

Children are not removed from the homes of habitual drug users now. Provided that the drugs are legal.

Methadone, oxycodone, dexedrine(speed) ..
prescription highly addicitive drugs.
Cigarettes, alcohol .. highly addictive non prescription drugs.

None of those are considered reason to remove children from their homes and dump them into a foster system.

However .. if a law is added to the mix, then many think it's a good thing to remove the children and thrust the foster punishment upon them. To force a huge amount of misery on them.

Why do you want to hurt the children?

Current laws make things much worse for the children.
