Here are some ideas:

First shut down the coal-firing stations and replace them with Nukes. Then make cars more fuel efficient and equip them with technology to sequester CO2. Next encourage people to use public transit by making it FREE, developing the transit infrastructure and taxing commuters (like they did in London). Make gasoline very expensive by taxing it. Revenues from the gas tax can be used to develop public transit and fund R&D efforts to make vehicles more fuel efficient.

Impeach and jail GWB and all his cronies. His wasteful war in Iraq is a massive carbon burning exercise.
