HAL can do business in China right now as an oil services company. I think it would like most to expand its operations in the ME.....maybe with Libya and Iran...and do business just LIKE China, i. e. no political or religious agenda.

I read that HAL continued doing business in Iraq during the years of sanctions. It was a very convoluted business structure involving foreign intermediaries and much deception toward US govt. The only identifying mark on its Baghdad offices was the color of the door....red.
