Homeland Security is the definition of defense spending.

Then so is security details for the president, governors, mayors, etc. So is local and state police spending. So would my buying a gun if I felt threatened.

Sure there all "defense spending" by the definition of "defense" and "spending", but the term "defense spending" implies defense spending. "Defense spending", and "Defense budget" have a meaning beyond just the separate definitions of each word. Combine them and it implies your talking about the military's budget.
