We responded, whether or not the response constitutes "freaked out" could be debated, but while I'd probably say it didn't, I don't really care to argue. Fine we "freaked out".

So "the Soviet Union give nuke tipped missiles to Cuba and we freaked out" which means "The Soviet Union wasn't doing the same think in Cuba that we are trying to do in North."

We aren't providing nuclear tipped missiles to North Korea.
