It is essential that the goals and criteria are well established to avoid the "just a few more months" trap. As to the rest of that post, Bush (and all other politicians for that matter) can say whatever the hell they want, only to claim they were being misunderstood or misquoted out of context. Which is why they tent not to ever commit to concrete goals and objective measures.
