My water bills are among the cheapest of my monthly utility cost. This was true both in Oregon and in SoCal. Water was the most expensive utility for me in LA, and now in Seattle. I don't understand why your water bills in the OC are so low. Of course, it could be you have more electrical gadgets than I do and your electrical bills are unusually high.
