I remember at the beginning of the war, I thought the best way to ensure participation of the Iraqi people in the new government was to take a census and give every citizen a share of the oil reservices. That would've created a true democracy and would have stifled the insurgency. I even wrote a letter to my Congressman about it.

Excellent suggestion! Too bad no one besides us reads this board. ;-)
