Ah, but if the shredder misses a few, there would be no legal defense to its review after the stated time. Why change the rule in the first place if you want to shred the papers? Just shred them. If you want to keep them, keep them, but recognize that at some point the documents belong to the citizens. Its just restoring the rule that stood for fifty years before Mr. Bush.
