Perhaps you do not understand what it means to be nationalized in a socialist state? Saying Citgo is not managed by Chavez is like saying Microsoft is not managed by Bill Gates. While he might not be responsible for day to day management - maintains and in fact uses the role of dictator to establish policy. Thus the decision to provide cheap energy to the US public last winter for instance was made by .........drumrole........Chavez!
