A drug development deal between two companies is like 2 people saying they will date and be married if certain things happen. When one party is a big pharma, you know he is dating more than you or at least always looking and he is filled with self-interest. Plus most deals are structured so that the big pharma has pretty much full control of how long they can take to pop the question. The relationship is filled with the potential for tension.

In this situation, MAXY apparently had won the rights to make join development decision. So they disagreed on pre-clinical issues. Sounded like nobody gave and Roche got tired of the back and forth.
