I don't attach any particular significance to it. Since QUALCOMM is now declaring essential GSM IP, and asserting it however selectively, any company negotiating a rearrangement of their licensing agreement with QUALCOMM would be prudent to make sure that the GSM base is covered. Presumably this rearrangement was due to the sale and transfer of Nortel's UMTS radio access business to Alcatel-Lucent (ALU) which probably included some IPR transfer. It wouldn't surprise me to see a similar Alcatel-Lucent announcement relatively near term.
