most states don't count absentee ballots if it won't change the States electorial vote. Repubs usually get 70% of the absentee votes. Gore won calif by around 5-6 million votes, they had 3 million absentee votes which weren't count. ergo Bush got 2.1 million on them and gore 900K. Thus Bush won the popular vote.
