Of course, it was not justified. We provide amnesty to political refugees all the time.

The PLO wasn't "political refugees", they effectively had a "state within a state" in Lebanon, and they had a separate foreign policy which included waging war on Israel.


No, many of the PLOs were in refugee camps in Lebanon. Do a google about Ariel Sharon and see why he went up in front of an Israeli military tribunal.
