That's a lie.

Plame testified very clearly to the point that she was a covert operative who had travelled overseas within the last 5 years.

No one was indicted for outing Plame because the administration closed ranks and refused to co operate with Fitzgerald. The fact that Libby was convicted on 3 counts exemplifies the lying nature of the administration's cover up.
