The Sunnis are only "getting the shaft" on oil revenue if your making your basis for comparison the lions share that they controlled before.

As for safety, every group (even the Kurds to an extent, at least those outside of the Kurdish dominated areas, including the disputed "border" areas with the Sunnis) is "getting the shaft" on that, but the Sunnis are a big part of why the problem developed.
