I agree I'm looking at mainly at that one item - allowing testimony but not transcripts just seems a recipe for misunderstanding due to memory failure down the line, and is bizarre. If a question is about something that is classified I would imagine even in the 'behind closed doors not under oath' session, the testifier will decide not to answer. Whether you have a transcript that says "no comment" or not won't really affect much of anything.
