It's a bluff, John. He's pretending that he still has "political capital," even when it has all turned to dust in his hands. If he pretends enough, maybe someone will believe him. Remember that dog and pony show he went on to sell his SS plan back in '05? He had an empty safe representing the SSTF, opened it, and said, "I don't see anything there." Nothing there.
