I'll leave the political discussion elsewhere but in WWII we killed enough people until the ones that were left were on their knee's begging us to stop and willing to sign unconditional surrenders. Unfortunately that needs to include collateral damage to convince the civilians that they are being lead to their graves by their leadership so that they switch allegiances. Since then we fight to negotiate cease fires and leave the bad guys intact. Unfortunately it's a result of the strength of the JAG's who are now running our conflicts and establishing the rules of engagement and the fact that these things play out live and in technicolor in front of a press that is not on our side IMO.
