You write about Qualcomm ASICs as if they were programmable ASICs - programmable logic devices (PLDs) or field-programmable gate arrays (FPGAs), at least in part.

Firstly, I can't find the term "programmable ASIC" anywhere on Qualcomm's website. Secondly, all the MSMxxxx data sheets I've reviewed illustrate NAND flash memory external to the MSM. The NAND flash memory is typically used for storing the "operating program" and configuration parameters.

From where have you gotten the idea that the MSM device itself is programmable?
