I would suggest that you read the Q brief that I linked to rkral. It's only 155 pages long. Those are big questions you ask that deserve proper answers but I don't have the time to devote to doing so. And not being an expert on the ITC's jurisdiction, I could get it wrong. The language you quote is advocacy, i.e., Q's side of the story. It's good, credible advocacy as far as I can tell, but still is language designed to get the ITC to look at things Q's way. For what it's worth, I don't think handsets using infringing DO chipsets are going to be excluded, but I don't have a clue as to what remedy will issue.
