As the Fed Shifts into Neutral, It May End Up Spinning Its Wheels

The outlook for monetary policy hasn't really changed all that much. Notwithstanding the central bank's rhetoric, the financial markets never believed that rate increases were anywhere on the horizon. Indeed, expectations about the course of rates have ebbed and flowed in recent months -- but about the timing of cuts, not the chance of increases.
