Depends I guess... on *where* and on *who*.

Anyway I look at it though... I think that 800,000 per year (number from 2005), perhaps soon to top 1 million... and a cost of 1 Billion plus per year to the taxpayers (to keep em in jail or prison) is a hell of a lot of waste.

And, that is just the direct cost to the poor taxpayers... let alone the damage to the individuals themselves.
