I've long thought that one of the very *best* suggestions to break the entrenched powers of the political oligopoly is an idea that Russia implemented for a couple of years.

(Sadly, the new Dictator Putin has just put an END to this experiment in true Democracy: The *new* election laws he just forced through did away with this provision....)

I believe the idea actually came from the American advisers who trooped to Russia when the old Soviet Union collapsed, and were employed for a short time by the Liberals in the Russian government to devise a election system for Russia --- to help them implement Democratic reforms.

For a few elections cycles it was MANDATED that all national elections have an EXTRA BALLOT LINE called "none of the above".

If NONE OF THE ABOVE won an outright majority... then there was to be quick (withing 30 days, I believe) new vote, with new candidates --- and the old Bozos who had just been rejected by the voters, who had just lost to "none of the above" were not allowed to appear on the ballot. NEW and different candidates had to run.

Sounded like a GREAT idea to me!
