Not really. But anything is possible I suppose. You might be able to find a nine year old graffiti artist in jail somewhere, but that doesn't mean it's standard practice to incarcerate nine year olds for graffiti. Lone simple possession is not a crime that incarcerates people, despite the ludicrous propaganda of the 420 lobby.
