All of the subsidies are aimed at attracting jobs and building a high-tech tax base. All the politicians want is to see the subsidized companies do well. They don't give a damn about free market competition or innovation.

For example, ask the mayor of Redmond, WA, whether he thinks the Microsoft monopoly is good for the industry. I'm SURE you'll get an objective, unbiased answer ... LOL
