Partly the Dresden subsidies. Which of course were made so local people can have employment and income. AMD has been a good public citizen and fulfilled its obligation there.

And then the subsidies by the good folk who bought the shares that AMD sold for $35/each a couple years ago. Which enabled it to survive to now. AMD did not serve them well.

And it also refers to the generous people who will buy the next round coming in a couple of months. That will enable AMD to stay as a thorn in Intel's side for another year or two. That should be great for consumers.

The people who AMD failed are the shareholders. Especially in their "get to 30% at any cost" mantra.
