Why is it that this cat and mouse game continues? I feel like a little kid saying "Daddy why is the grass green and the stars shine at night."

Is it considered illegal for meetings to be held both on the record and off of the record to discuss action within the government.

Is there a law that requires all meetings and comments to be open to reporters and to the public?

I am amazed that the Presidential and Judicial portions of government can function at all given the press and the watchdog, posturing Congress.
