I believe that authorization was done after the fact of the invasion, when no one else will take the responsibility of cleaning up after the coalition of the now less than willing.

As to belittling governance, I make fun of all varieties, as long as folks actually believe in them without question, especially when any such governance can enable the systematic killing of innocents and encourage the methodical use of torture.
