She held NOC status more than once. So, yes, she "had been some covert secret agent". I suppose you have a point, he should have realized that the administration wouldn't hesitate to destroy careers and compromise secret investigations to make political points. They've done it before.

You will have to take that up with the CIA. If he signed such a document and then violated it, they would have ample grounds to take him to court. They didn't. Ponder that.
