"our county could have a 9% sales tax and no property taxes, while the counties across the street have 6% sales taxes and high property tax."

Other than the property tax issue, we have that situation here, but even finer grained. There is a base sales tax rate of 6 and something percent. There are several adders that the counties and cities can add on for hospital districts, bridges and such. As a result, in Webster there at least used to be one intersection where the tax rate was different on each of the four corners. It made the merchants nervous.
