Sending them off to war might have looked like a good plan on paper, but it turns out there is a catch. Quite a lot are coming back maimed, and they are expensive to look after - much more expensive than they were before they went. They tried to do it on the cheap, but that raised a stink. Modern war just isn't an efficient way to dispose of surplus bodies.
