The problem is that all spending bills have to originate in the House. The Senate can turn down bills passed in the house, but they can't write them to begin with. So, what it boils down to is that Mz Nancy can refuse to go along with another, more reasonable bill that WOULD pass muster in the Senate and get signed by the Prez.

Interesting political battle of the wills ahead. Sadly, it will be the troops who pay the cost for the grandstanding in DC.
