I like Krugman's observation on this one. That politicians elected to govern, whose convictions are that the government is the problem, wind up not caring about policy, only about undermining government.

Government is seen as simply the spoils of political campaigns. So reward your friends whether competent or not (and we see a great deal of this), make certain to punish your political enemies (and we are likely to learn a great deal as to just how this worked), and try, ever so desperately, to stay in power (ditto).
