So, there should be a FRANDLY rate Nokia charges for the use of this intellectual property which it is obligated to offer to Qualcomm on those terms. What is that FRANDLY rate, if anyone knows?

I dont think anybody knows what Nokia is charging chipset manufacturers without IP.

However, even if we did, I dont know of anything in the standards bodies that requires companies to license their IP without a cross-license in return. Perhaps Qualcomm can sue and try and get this obligation recognised, but that would take a very long time.
