To summarize the current f*ck up in Iraq as something that the 'Bush administration didn't plan very well' is not an entirely honest statement, IMO.

Any administration, like any company, takes its lead from the top. Bush established early on that his administration values one trait above all others: loyalty. Ability, experience, competence, and results are WAY down the list when it comes to performance evaluation time in the current WH. Even today, we're reminded of this by the current AG scandal.

When you establish a culture based on cronyism instead of competence, you can't be surprised when the results are disasterous. From Rumsfeld to Bremer to Tenet to Gonzales to "Heck of a Job" Brownie, the Bush administration has demonstrated that severe mistakes are not only tolerated, but likely to land you a Presidential Medal of Freedom and pat on the back...
