I think Simonson is simply playing the spin game.

With the licenses for five core patents "paid in full" as of 4/9/07, Nokia can reasonably claim that paying the same royalty rate going forward is really "paying more" than in the past. If the public incorrectly interprets "won't pay more" to mean a higher royalty rate -- because the real meaning is temporarily lost by Nokia's vague statement -- Nokia effectively makes Qualcomm look like the bad guy.
